Former Minister Oliveira Targeted by Federal Police in INSS Scheme

Security camera footage from the home of Anderson Cordeiro de Vasconcelos, who is under investigation by the Federal Police, reveals that former Social Security Minister José Carlos Oliveira allegedly opened doors for the group known as the golden boys to secure contracts with the INSS. The businessmen, aged 28 to 38, chaired four suspect associations—Amar Brasil Clube de Benefícios, Master Prev, Aasap, and Andapp—which together brought in more than R$ 700 million through improper deductions from pensions.

What the videos show

The recordings, dated May 22, 2025, show Anderson and Igor Dias Delecrode discussing how they secured their first technical cooperation agreement with the INSS. Delecrode says that Wilson Roberto Gomes, father of Felipe Macedo Gomes, was the one who introduced the contact to the former minister. Anderson adds that Wilson allegedly told Oliveira: "Do it for my son as if it were for me." The group claims they had no knowledge of any helicopter for the "big boss" and that the business would soon be shut down.

Amounts and payments to Oliveira

Breaches of bank secrecy revealed that Felipe Macedo Gomes transferred R$ 8,000 to Oliveira as an individual, while João Carlos Camargo Júnior, a tailor well known among celebrities and politicians, sent R$ 12,500. The former minister is also suspected of having received larger sums through operators linked to associations in the scheme.

Measures taken by the courts

In April 2026, Supreme Court Justice André Mendonça ordered, at the request of the Federal Police, that the golden boys wear electronic ankle monitors. Oliveira, who was already subject to the same measure, had his ankle monitor removed on September 8, 2026. The investigation is still in its final stages.

Defense statements and denials

Lawyers for those involved state they are unaware of the existence of the videos or consider them to have been obtained unlawfully. Oliveira's defense denies any relationship with the businessmen and maintains that he had no involvement in signing the technical cooperation agreements. The former minister also asserts that he never maintained a personal or professional relationship with the suspects.

Context of the scheme

The fraudulent scheme, dubbed the “Farra do INSS” (INSS Spree), allowed the associations to improperly deduct monthly fees from retirees, offering services such as insurance and healthcare plans. Operation Sem Desconto, launched in May 2025, investigated the embezzlement of R$ 6.2 billion from pensions and resulted in the seizure of 29 luxury cars belonging to those under investigation.
