INSS allows payroll-deducted loans without facial biometrics for beneficiaries

New normative instruction changes credit and portability rules for retirees and pensioners.

Retirees and pensioners of the Brazilian Social Security Institute (INSS) who do not have facial biometrics registered in the federal government databases are once again allowed to contract payroll-deducted loans. The release is part of Normative Instruction number 213, published in the Official Gazette of the Union and in effect since last Wednesday.

Authorization through the Meu INSS app

Under the new rule, this group of beneficiaries can now authorize the operation directly through the Meu INSS app. Access is granted via Gov.br login and by using the beneficiary's own bank account data.

The reason behind the requirement change

The resumption of payroll-deducted loans without facial biometrics occurs because there are no photos available to verify the identity of policyholders who have never obtained a driver's license or who have not completed biometric re-registration with the electoral registry. Without this alternative, beneficiaries were prevented from authorizing credit even when they wanted to proceed with the contract.

Rules for portability

The normative instruction also amends loan portability, which is the operation in which a retiree transfers debt from one bank to another seeking lower interest rates. With authorization granted through a specific term in the Meu INSS app, the institution receiving the contract now has twenty days to confirm the operation, under penalty of cancellation.

Supervision and bank data

The norm establishes that deductions and transfers must be interrupted if the financial institution fails to send the required documents, such as the signed contract with biometric recognition and explicit authorization for the deduction. In addition, institutions now have a deadline of seven business days to report the deposit details of the amount into the beneficiary's account.
