INSS allows payroll loans without facial biometrics
New rule expands access to credit for retirees and pensioners who do not have biometric registration in government databases.
Retirees and pensioners of the National Social Security Institute (INSS) who do not have facial biometrics registered in government databases now have an alternative to authorize payroll-deducted loans. The change allows the use of bank data validation to access Meu INSS and authorize credit operations, preventing the lack of biometrics from blocking the transaction.
How the new bank data validation works
Biometric validation remains the first option to authorize the credit transaction. The system checks if the beneficiary has a biometric registration available, and only when biometrics are not found is bank data authentication released. To do this, users must log into their gov.br account using bank details, enter their CPF, look for the option to log in with their bank, and complete the access through the financial institution's app.
Rules for new benefits and grace period
The new normative instruction prohibits contracting payroll loans within the first ninety days of the benefit. The grace period must be observed by financial institutions, including the bank responsible for payment. Once the benefit is unlocked after this period, banks can check the available margin, which is up to forty percent of the benefit value.
Required documentation and contract limits
The financial institution must send the mandatory documents and information to the INSS for the operation to be finalized. The contract can have a maximum of one hundred and eight consecutive monthly installments. Banks must also send proof of deposit within seven business days after contracting, under penalty of suspension of deductions and withholding of the transfer.
Debt portability procedure
When transferring the loan from one bank to another, the beneficiary requests portability from the destination institution and authorizes the procedure through Meu INSS. It is also necessary to sign the Portability Authorization Form. The original institution has up to twenty days to confirm the operation; otherwise, the process is canceled.
