Indictment of Financial Market Executives in Money Laundering Scheme
Operation Quasar reveals use of investment funds and fintechs to conceal illicit funds
The Federal Police concluded Operation Quasar, a phase of the Carbono Oculto investigation, and indicted thirteen individuals for crimes of criminal organization, money laundering, and fraudulent management. The case gained prominence by revealing how resources from tax evasion in the fuel sector were introduced into the national financial system.
How Illicit Money Entered the Financial System
According to the PF's final report, funds originating from tax evasion and other illicit activities carried out by companies belonging to the economic group formed by Aster Petróleo Ltda. and Copape Produtos de Petróleo Ltda. were introduced into the National Financial System through a payment institution that operated pooled accounts without identifying the account holders. From these accounts, the money was integrated into a cascaded structure of investment funds, managed by three securities distributors.
Who Are the Investigated Individuals
The indicted individuals include executives from investment funds, brokerage firms, and fintechs. Among the names cited are João Carlos Falbo Mansur, Marcelo Dias de Moraes, Rogério Garcia Peres, Artur Martins de Figueiredo, Danilo Augusto Tonin, Elena Ramon Pessoa Dantas, Silvano Gersztel, Luiz Felipe Sousa Leão Volani, Paula Rios Borges, João Eduardo Gomes Santiago, Luis Fernando de Almeida, and Camila Cristina de Moura Silva. All were identified as responsible for fraudulent management and for facilitating the movement of illicit funds.
Structure Used to Conceal the Origin of Funds
The investigation describes multiple corporate and financial layers, with funds holding stakes in other funds or companies. This web made it difficult to identify the true beneficiaries and served to shield the assets of those involved. Messages, contracts, spreadsheets, forensic accounting reports, and bank statements obtained with judicial authorization were cited as evidence.
Judicial Measures and Freezes
On the same day as the operation, the Judiciary ordered the freezing of approximately R$1.2 billion. Authorities executed twelve search and seizure warrants in São Paulo and the interior of the state. The report was forwarded to the Federal Public Prosecutor's Office, which will decide in the coming days whether to file charges, request further investigations, or close the case.
Repercussion and Defense's Stance
João Carlos Mansur's defense, founder of Reag asset management, did not comment. The PF report states that there is no proof of a direct link between the investigated individuals and the criminal faction mentioned in the media, limiting the accusation to financial crimes. The case is still under analysis and may result in fines of up to 50% of the distributed amount if companies fail to comply with established rules.
