Caixa strike: workers to vote on new proposal this Monday

Caixa Econômica Federal employees are holding electronic assemblies across the country this Monday, from 11 AM to 6 PM, to vote on the new proposal presented by the bank. The decision could define the end of the national strike that began on September 10.

What's at Stake in the Saúde Caixa Plan

The proposal raises Caixa's participation ceiling in funding the health plan from 6.5% to 9% of the payroll, generating approximately R$ 900 million additional per year. For primary beneficiaries, the contribution will be 3.7% of the base salary starting in 2027. Monthly fees for direct dependents will be R$ 560, for indirect dependents (children aged 21 to 24) R$ 660, and for children aged 24 to 27 and remaining parents R$ 900.

How the New Proposal Changes Health Conditions

In addition to Caixa's increased participation, the emergency room consultation fee was reduced from R$ 150 to R$ 120, and the co-payment exemption for telemedicine was maintained. The contribution limit for the family group, consisting of the primary beneficiary and direct dependents, will be 9%.

Updates to the Super Caixa Program

For the second half of 2026, the qualification bonus will be expanded from 25% to 50%. The CSAT evaluation criterion will now only consider the chief manager, and qualification will consider the employee's individual serial number, no longer the unit's score. The payment of R$ 3,000 per employee, linked to the Operational Efficiency Index, remains guaranteed.

Management Commitments and Health Plan Support

Within 60 days, Caixa will create a working group to discuss a new management model for Saúde Caixa, addressing governance, structure, and revenue sources. At least one dedicated employee will also be assigned to the plan in each People Management and Regional Representation office.

Possible Outcomes of the Vote

If the proposal is approved by September 21, Caixa expects to pay the PLR, Super Caixa, bonus, and the R$ 3,000 prize on the 30th of this month. The strike day of August 20 will be excused, and the working days of the strike must be compensated within 180 days. If the vote rejects the offer, the strike will remain in effect, maintaining pressure on the bank for further negotiations.
