On August 4, 2026, a historic windstorm struck Rio de Janeiro, causing outages that lasted more than 30 hours in some areas. The event highlighted the vulnerability of electric grids to increasingly intense climate phenomena.

Increasing Frequency of Extreme Events

Floods, storms and strong winds have toppled poles, trees and wires, generating not only power outages but also short-circuit and fire risks in the network. The Director of Regulation of the Brazilian Association of Electricity Distributors (Abradee), Ricardo Brandão, acknowledges that the climate is deteriorating and the scenario becomes more challenging each year.

Distributor Resilience Investments

Abradee reported that the annual amount allocated to investments rose from R$ 18 billion in 2021 to R$ 41 billion in 2025. More than 40 % of this sum is directed to grid modernization, with the main focus on digitization. This funding enables companies to adopt measures that reduce the need to shut down entire areas when a tree falls or another incident occurs.

Modernization and Digitization of the Power Grid

Modernization includes automation, real-time monitoring, deployment of smart grids, preventive inspections, risk-based maintenance, structural reinforcement of equipment and, when feasible, underground cabling. Digitization provides the distributor with the ability to quickly isolate a fault point, preventing widespread outages.

Direct Communication with Consumers

A notable advancement is the proactive communication by distributors. When the Operations Center detects a power outage, messages are sent directly to the consumer, indicating the situation and, preferably, an estimated restoration time. This practice reduces the need for users to contact the company’s call center.

Cost and Responsibility Challenges

Researchers point out that installing underground wiring can reduce vulnerabilities, but the cost is about ten times higher than that of overhead lines. Brandão argues that this type of investment should be undertaken by the public sector, as the impact on tariffs would be very high if borne by the distributors. Professor Edson Watanabe of Coppe/UFRJ maintains that concessionaires should also assume part of these costs, suggesting greater activity on their part to prevent future deteriorations.

Planning and Cooperation Among Distributors

The distributors’ contingency plans are regulated by the National Electric Energy Agency (Aneel) and require advance preparation. With the expectation of a Super El Niño in the semester, companies are training teams, acquiring equipment and vehicles to face possible events. Team-sharing strategies, already tested during the floods in Rio Grande do Sul in 2024, are planned for crisis situations, although resource availability may be limited when the windstorm affects multiple distributors simultaneously.
