Federal Police expands control of chemical products

On August 3, 2026, the Federal Police published a new normative instruction that expands the control and inspection of chemical products used in the illicit production of drugs. The regulation, released in the Official Gazette of the Union, updates the monitoring procedures provided for in federal legislation.

New Federal Police normative instruction

The document establishes rules for registration, licensing, inspection and accountability of natural and legal persons who produce, commercialize, transport, store or use chemical products subject to Federal Police control, according to the list defined by the Ministry of Justice and Public Safety.

Registration and licensing in the control system

Companies and professionals dealing with controlled chemical products must register and request an operating license through the Chemical Products Control System. The same system will also issue certificates, special authorizations and permits for import, export and re-export of the substances.

Mandatory monthly control maps

The regulation requires the submission of Monthly Control Maps by the 15th of each month, containing information on all movements of chemical products that occurred in the previous month. Submission is required even when there is no movement of the controlled substances.

Inspection and prescribed sanctions

Teams may inspect establishments and seize chemical products in irregular situations. Infractions are classified into different levels of severity, with sanctions ranging from fines to suspension of the license for up to 180 days for repeat offenders, and cancellation of the authorization in serious cases, such as diversion for illicit purposes.

• Falsification of documents and labels.

Purpose of the measure

According to the Federal Police, the measures aim to strengthen control over chemical substances that can be used in the illegal production of drugs, expanding the tracking mechanisms of operations and the inspection capacity of the responsible agencies.
