Anvisa suspends Unilever liquid soap and softener production

The National Health Surveillance Agency (Anvisa) has suspended the manufacturing of liquid soap and fabric softeners at Unilever's plant in Vinhedo, in the interior of São Paulo. The preventive measure was published on Wednesday (2) after an inspection identified failures in the good manufacturing practices for cleaning products. The decision attracted attention because it affects the production of items essential to consumers' daily lives, although the products already on the market do not pose a risk.

The issue gained prominence after the publication of Anvisa's determination, which aims to ensure compliance with sanitary regulations in the production of cleaning items. Enforcement at a large‑scale factory such as Unilever's draws public interest regarding the safety and quality of the products available.

The inspection and Anvisa's suspension

Anvisa, in collaboration with the São Paulo State Sanitary Surveillance Center and Vinhedo's Sanitary Surveillance, carried out an inspection at Unilever's unit between August 24 and 28. The action resulted in the order to suspend the manufacturing of liquid soap and fabric softeners at the plant.

The measure is preventive and was taken after identifying violations of the so‑called Good Manufacturing Practices (GMP), a set of essential rules companies must follow to guarantee quality control and safety throughout the production process of cleaning agents. Anvisa said the suspension was adopted to prevent new batches from being produced without correcting the identified flaws, as published on Wednesday (2).

Irregularities identified and the company's response

Among the inconsistencies mapped during the inspection were failures in the controls performed during production and before product release. Deficiencies were also found in the monitoring of water used in the production process and weaknesses in the investigation and correction of problems identified by the company itself. These irregularities compromise the company's quality‑control systems if not properly addressed, according to the authorities.

Unilever, for its part, said it received the Anvisa team at its factory and that the inspection resulted in “opportunities for improvement in documentation and control processes,” related to the liquid laundry soap and liquid fabric softener lines. The company announced that, by Anvisa's determination, the manufacturing lines for these products were temporarily suspended to implement the required operational improvements. All actions were promptly started and are already being implemented, while the other production lines at the unit continue operating normally. Unilever reaffirmed its commitment to rigorous quality standards and its utmost priority of consumer safety.

Impact on products already on the market

Despite the production suspension, Anvisa clarified that the evidence available so far does not indicate microbiological contamination or other problems in the batches of liquid soap and fabric softeners already produced. For this reason, the agency did not order a recall of products on the market nor a suspension of their sale, distribution, or use. The company emphasized that all household‑care products manufactured at the unit, from all batches, remain authorized for commercialisation and consumer use.

Regulatory actions in the cleaning‑products sector

The inspection at Unilever's factory is part of a series of audits that Anvisa has been conducting on cleaning‑product manufacturers. Cleaning agents are products intended for cleaning, disinfecting, and preserving environments. In 2026, seven inspections in the sector have already been carried out, four of them at companies among the country's largest manufacturers. The agency's goal is to verify compliance with good manufacturing practices and the quality and safety conditions of products placed on the market, aiming to protect public health.
