Amazon and Green Economy: What's at Stake for Brazil

The world’s largest tropical forest regulates the rain that supplies the country’s cities and farms — and the battle over cutting down or keeping the forest standing defines the future of Brazil’s economy.

When it rains in São Paulo, part of that water began its journey thousands of kilometers away, over the canopy of the Amazon trees. The planet’s largest tropical forest is not just scenery, a biodiversity reserve, or a topic for international summits: it is a natural infrastructure that regulates the rainfall regime for much of South America, sustains the agriculture that feeds the country, and stores a colossal carbon stock whose release would accelerate global warming. That’s why the central question about the region has shifted from environmental to economic: is a standing forest worth more than a felled one? The answer Brazil gives in the coming decades will determine not only the fate of the Amazon, but also that of the national economy.

The Scale of What’s at Stake

Numbers help put it in perspective. The Amazon stretches across several South American countries, but the majority of it — about 60% — lies within Brazilian territory. The so-called Legal Amazon, an administrative region that covers nine states, occupies almost three-fifths of the national territory and is home to more than 25 million Brazilians, including hundreds of Indigenous peoples and a large urban population: contrary to stereotype, most Amazon residents live in cities such as Manaus and Belém. The Amazon River, the world’s largest by water volume, runs through the region, which also holds the planet’s highest concentration of terrestrial biodiversity, with countless species that science has yet to catalog.

The Free Services the Forest Provides

The most underestimated economic role of the Amazon occurs far from its trees. The forest’s trees pump massive amounts of water vapor into the atmosphere, forming moisture currents that scientists have dubbed “flying rivers.” These currents travel across the continent and feed rainfall in the Central West, Southeast and South — precisely the regions that concentrate agricultural production, large hydro-electric reservoirs, and the country’s biggest cities. Less forest means, in the medium term, less rain where Brazil plants soy, raises cattle, and generates power.

There is also the global climate service. Amazonian vegetation stores one of the world’s largest carbon stocks. When the forest is cleared and burned, that carbon is released into the atmosphere — and deforestation has historically been one of Brazil’s main sources of greenhouse-gas emissions, unlike wealthy countries where the primary culprit is fossil-fuel combustion. This puts the country in a unique position: few nations can cut emissions as dramatically simply by stopping the destruction of an asset they already own.

The Engine of Deforestation

If the forest is so valuable, why does it fall? Because at the end of the chain, clearing is still profitable for those who do it. The historic main driver of Amazon deforestation is converting forest into pasture for cattle ranching, followed by agricultural expansion, illegal timber extraction, and gold mining, which besides clearing also contaminates rivers with mercury. Underpinning all this is land grabbing – the illegal appropriation of public lands – where cutting down forest serves as a claim of ownership for later sale.

Brazil, it should be noted, knows how to measure and combat this process. INPE’s satellite monitoring is a world reference and allows near-real-time tracking of devastation. Historical experience shows that deforestation responds to public policy: in the 2000s, a mix of enforcement, creation of conservation units, demarcation of Indigenous lands, and credit restrictions for deforesters dramatically cut annual destruction rates, dropping from tens of thousands of square kilometres per year to a fraction of that in less than a decade. What has been missing since then is consistency.

The Tipping Point

The urgency has a reason. Researchers who have studied the region for decades, such as Brazilian climatologist Carlos Nobre, warn of a tipping-point risk: if the combination of deforestation, fires and global warming exceeds a certain threshold, parts of the forest would lose the ability to generate their own rain and would collapse, degrading toward drier, impoverished vegetation. That would be an irreversible transformation on a human time scale, with direct consequences for agriculture and water across the rest of the country.

Green Economy in Practice: What Already Exists

The good news is that the economic alternative is not theory. It already moves billions of reais a year and has concrete examples:

  • Forest product bioeconomy: açaí, cultivated and harvested mainly in Pará, has become a global phenomenon and supports hundreds of thousands of riverine families. Brazil nut, native cacao, vegetable oils and medicinal plants follow the same path, supplying the food, cosmetics and pharmaceutical industries.
  • Sustainable management: pirarucu management, carried out by communities in protected areas, has become a classic case of recovering a threatened species while generating local income. The same applies to legalized timber forest management, which extracts selected trees without clearing the forest.
  • Payments for standing forest: the Amazon Fund, created in 2008 with international donations, finances conservation and monitoring projects, and the carbon-credit market — being structured in Brazil and worldwide — promises to remunerate those who preserve.
  • Science and restoration: restoring degraded areas for agroforestry and systems that combine crops, cattle and forest is a business frontier that attracts investors and researchers.

Hosting COP30 in Belém, the first UN climate conference held in the Amazon, symbolized this status shift.

The Unresolved Obstacles

Between promise and reality lie known bottlenecks. Chaotic land-title regularization makes it impossible to know who owns what — and without that there is no credit, investment or accountability. Poor infrastructure raises the cost of moving bio-economy products. There is a lack of applied science at scale, technical assistance and mechanisms to get conservation money to those who live in the forest. And the social challenge persists: the Legal Amazon concentrates some of the country’s worst income, sanitation and education indicators. No green economy will be sustainable unless it is also an inclusive economy for Amazon residents.

Why It Matters to Those Living Far from the Forest

For Brazilians in the Southeast, South or Northeast, the Amazon decides very concrete matters: food prices, which depend on rainfall in the fields; electricity bills, tied to hydro-electric reservoirs; agribusiness access to demanding markets, which impose increasing barriers on products linked to deforestation; and the country’s position in global negotiations, where the forest is Brazil’s biggest diplomatic asset.

At its core, the Amazon dispute is a debate over what kind of power Brazil wants to be. The model that clears forest to create low-productivity pasture has been the same for decades and has already shown its limits. The model that keeps the forest standing — selling the world traceable food, biotechnology, conserved carbon and knowledge — is still being built, but it is the only one in which the country has an absolute advantage over any competitor. After all, the forest belongs only to Brazil. Losing it would mean giving up both an irreplaceable ecological heritage and the greatest economic opportunity the century has offered the country.
